Project Overview

Cook County launched the Integrated Property Tax System (IPTS) initiative to modernize a fragmented, decades-old property tax environment used across the Assessor, Clerk, Treasurer, and related offices.

The existing property tax lifecycle relied on disconnected legacy systems, manual processes, inconsistent data flows, and limited cross-office integration. This created operational inefficiencies, processing delays, compliance exposure, audit risk, and accuracy challenges for residents, municipalities, taxing bodies, and County stakeholders.

The IPTS program was designed to create a single, integrated platform capable of supporting assessments, billing, collections, reporting, statutory compliance, and end-to-end visibility across the property tax process.

As a $250M, multi-year, multi-vendor modernization initiative, the program required strong governance, stakeholder alignment, system integration coordination, and disciplined delivery oversight.
